Re-issue certifications

Describes a resources right for authors.

Usage
Read and write permission for issuing new certifications.

Effect
This right shows the button Re-issue in the column Status on the sub tab Certifications of the tab Accomplishments in the User wizard. Furthermore it show the mass processing function Re-issue on  overview list of the certificates.
