Allow editing of all objects regardless of the owner

Describes a general author right.

Usage
Authors are generally allowed only to edit the objects like courses, which they have created by themselves. Authors, who have received this right, can change and also delete all objects, to which they got access.

Effect
The editing modus for objects like courses, instructional materials, knowledge test questions etc. is activated, even if the author has not created the objects by himself.
If the author has assigned this right via the context menu on the category tree to a user, this user receives the object permissions for Change external content.
